This is actually progress, though whether anyone is listening any more who knows. Recognition of Parliament's role at the start of next stage talks seems positive, though there should also be a commitment to a vote at the end.

The commitment to seek Parliamentary approval for changes to objectives might be a bit too much, but presumably to show commitment. But also looks a little like throwing everything in that might make a difference, without real understanding.

The commitment to Northern Ireland means the chances of UK becoming stuck in an endless (non) transition seem high. Fine and sensible to report on alternative arrangements progress

Finally we hear the bill may propose four apparently different Customs Union proposals, but not clear what the difference will really be between them.

The other downsides of the Withdrawal Agreement remain, the uncertain destination and unrealistic timescales. So nothing fundamental changes, but if it ever does Parliament has more chance of being consulted... /end

Apparently only two Customs Union options after all, an unworkable one, and de facto what's in the Withdrawal Agreement...
