DHS Sec. (Acting) Kevin McAleenan's resignation is official tomorrow, November 11th.
Under the Federal Vacancies Reform Act, there is a strict 210 day window during which an agency can be run by an unconfirmed "acting" appointee.

Kirstjen Nielson resigned from that position on April 10th. The 210 day window expired on November 6th, 2019, creating a five day window during which McAleenan was/is still employed, but apparently not legally allowed to do his job.

McConnell and others will now have to spend Veterans Day trying to fast track the confirmation of a guy named Chad Wolf, who is an acting undersecretary, so they can appoint him to run DHS, also in an acting capacity, without being in violation of the Vacancies Reform Act,

...and without having to make him a permanent Secretary.
An additional 7 of 18 appointed positions at DHS are also currently vacant, with no appointees.
This is the department that oversees Border Protection, the Secret Service, and FEMA.

We are led to believe Democrats are weak on border security. That they have prevented the Wall from being built. That there is a crisis that required siphoning billions from the military. That our safety and our very way of life depend on securing our southern borders.

Yet, between Trump's entire administration, Mitch McConnell's death-grip on the Senate, and a Committee on Homeland Security including Rand Paul, Mitt Romney, Rick Scott, and Ron Johnson, they can't manage to fill 40% of top DHS jobs in 3 years, ...

...or hit a routine deadline to appoint someone to run the agency at the heart of the very foundation of their party's domestic policies.
This is no way to manage a government. This is absolute dereliction.
