(1) Green card applicants already in the US:

Full public charge test applies
Onerous new Form I-944 required

~577k applications/year to State Dept
Full public charge test applies
Onerous new Form DS-5540 required

(3) Temporary visa applicants abroad:
~12.4 million applications/year to State Dept
Includes tourists, business travelers, students, #H1Bs, etc.
Full public charge test applies
Onerous new Form DS-5540 applied at officer's discretion
(4) Temporary visa transfers/extensions from within the US:
~673k applications/year (DHS)
Public charge test does not apply
Newly fabricated "Public Benefit Condition" applied instead
Longer form looks at prior use of public benefits...which none of these people are eligible for
