Great Britain after the "Change". The country is sealed off from the outside world by a massive coastal wall. Young people are sent there for their two-year duty as "Defenders", and have to fight and kill every "Other" who tries to cross the wall.
Others, people living in the apparently devastated outside world, who manage to get in, can choose between being executed and becoming "Help" (yes, slaves) for wealthy Britons.
Seriously, it's not as far away as it seems. Glimpses of this world are very present today. Just listen carefully to the speeches of many far-right and even conservative politicians.
Also, building a massive wall around the whole country sounds like a pretty hard Brexit tbh.
