Last week, the central government had told the States to collect the data of migrant workers, including their bank account and Aadhaar details. The exercise had also sought to map the migrant pattern.

On Monday, the Union labour ministry held a meeting with labour officials of states asking them to expedite the process of collating the data. The labour ministry sent another reminder to all states on Tuesday after PM Modi’s address to the nation, according to govt officials.

The data collection was to be done from all shelter homes, industrial & residential clusters of migrants & completed by April 11. But the states have expressed problems in collecting bank account details & Aadhaar numbers of the workers as these were not available with many.

Another problem states faced was collating data from ‘hotspots’ where migrant workers lived. The robustness of the data may become a challenge in announcing such a cash transfer, an official said.

With bank account details missing & states facing issues in collecting the data of all workers and also in making a distinction between 'migrant' & 'non-migrant' workers, launching a cash transfer scheme would be challenging. By Tuesday evening, states were still compiling data.
