1. Disease transmission is under control
Cases must have decreased sufficiently to confirm that the lock-down is effective
2. Health systems are able to "detect, test, isolate and treat every case and trace every contact"
This is a tough one which requires infrastructure scale-up in many countries and sometimes establishing new processes
3. Hot spot risks are minimized in vulnerable places, such as nursing homes
This requires processes capable of identifying hot spots reliably
4. Schools, workplaces and other essential places have established preventive measures
Public services, such as schools, and businesses are often on the radar to do this. But we must not forget associations and the #commons in the response to #COVID19
5. The risk of importing new cases "can be managed"
This will heavily depend on geography and international interdependencies
6. Communities are fully educated, engaged and empowered to live under a new normal
Lifting lock-downs will not get us "back to normal". Only an effective vaccine with broad uptake can do that. We will need to live under a new normal for perhaps as long as 1-2 years
