Yes. Decentralised systems do not offer uniform responses. And there has been criticism of decentralised systems for that.
However, a decentralised system has the power to respond quickly to unforeseen circumstances. A centralised one has to bump up the issue and by the time it reaches the decision-maker it is larger. And sometimes too late.
Ultimate irony: the same people who understand that small companies are infinitely faster in responding to new challenges think that all power in government should be utterly centralised in the nation-state.
The challenge, as always, is in finding a balance that is acceptable and works.
