It wldn't surprise me if WH is playing games w/#Bolton. Wldn't surprise me if WH overclassified info. But this op-ed by Bolton's lawyer doesn't show regard for national security. It shows disregard for the law.
His remedy is litigation, not publication.

Maybe Govt will buy all copies of the first print run in order to allow publisher to issue unclassified version. That's what happened in another one of my cases a decade ago. Except #Bolton's print run far exceeds this one.
