Ok this is interesting, comparing D.C. and Lincoln, Neb (what I consider the best city I've lived in for biking)
- D.C. rated safer, I guess more "infrastructure" but I argue way less safe b/c of cars/high traffic and less protected infrastructure.
Meanwhile Lincoln had miles and miles of interconnected, separated trails that spread across the city and less crazy street traffic that made biking on those connector streets feel much safer.
Granted, my Lincoln riding was much more recreational than for necessary travel.

1. MBT (connectivity)
2. C&O Canal for leisure/views
3. Beach Drive (when closed, near my home)
4. 15th St Cycletrack to National Mall
5. Indian Head Rail Trail (great, but far away)
6. West end of W & OD (far)
