Modified Super Rugby concept

4 pools of 7 teams.

Top two from each pool go to quarterfinals. Winner hosts, runner up travels.

The pools are NZ, Aus + SE Asia, SA, and international.

NZ pool

Northern - Northland, North Harbour
Auckland - Auckland, Counties
Western - Waikato, Taranaki
Eastern - BoP, Hawkes Bay
Wellington - Wellington Manawatu
Canterbury - Canterbury, Tasman
Otago - Otago, Southland

SA - Cape Town, Pretoria, Joburg, PE, Durban, Bloemfontein, Kimberley 
Promotion/relegation from Currie Cup possible (current 7 team top division)

Australia - ACT, NSW, QLD, SA, VIC, WA and Singapore

International - Buenos Aires, Cordoba, Tucuman, Honolulu, Ota, Fuchu, Kobe

Quarters will be by random draw. 

Semi/final hosts based on a list system that gives preference to teams that have hosted matches the least frequently recently.

TV rights for local markets will be decided by individual boards. They ⅓ of local revenue. ⅔ to go to SAANZAR.

This will be a 17 week competition, 14 for round-robin and 3 for finals.

Pool matches will almost all be in a good timezone for fans to watch. Lots of opportunities for traditional rivalries.

The finals will be intriguing because nobody will have played each other in pool play.

This will cost less to run, and will be likely to bring in more revenue + provide more opportunities for local grass roots growth.
