This is one of the reasons why I say we need a IBDF - Integrated Border Defence Force - comprising of all border security forces - BSF, ITBP, Assam Rifles, SSB and Coast Guards.
All under one ministry preferably Defense ministry.
And most importantly, use all the early retirement buds from Indian Army, Air Force and Navy to fill in ranks of this IBDF. Not only it would be cost effective, intelligence failures could also be avoided if IBDF is in sync with Armed Forces. @haryannvi
This is another reason why we need IBDF. Such leaks rarely happen in Army operations. But since ITBP is under Babus of @HMOIndia , this is happening. #LadakhStandoff

Watch @Iyervval (in talk with @Sanjay_Dixit) answers a question on moving ex-armed forces people into law enforcement. Says, "it is natural transition...but no government listens"
Abhijit @Iyervval explains beautifully how "Quick to shoot" (good in army) to "Think before you shoot" (good in law enforcement) transition happens. This idea also fits so well in IBDF. Cost, effectiveness, Intel & operational failures all taken care of.
A lot of this "disdain" would be gone when you have familiar faces/ranks and just one central command to deal with.
Army-IBDF : @DefenceMinIndia - @HMOIndia or @PMOIndia (whichever saves defense budget)
Peer learning would keep this "disdain" away.
Merging BSF, ITBP, SSB, AR & Coast Guards into one - Integrated Border Defence Force and stuffing it with ex-armed forces ensures:
1 Better training (HR value addition),
2. Remove operational issues + intel failures,
3. Saves Cost (OROP issue settled)
