The Chinese Embassy in the U.K. is blaming these issue on an outside actor account defacement.
They have asked Twitter to investigate.
All likes but these two have been removed.
As Dummer points out here, if this account was being actively defaced through likes, it began in 2019.

It is possible that a rogue app with API access to Liu's account (points to poor infosec) could have been behind this, seeking a subtle Like defacement rather than obvious Tweets. It is also possible that someone within the office, including Liu himself, simply liked these tweets
