The second one is a bit tougher, but if one had to guess, it looks like a black and white version of the sovereign citizen flag with the Gadsden snake in the canton.
While we're on the subject; Unlike 'ANITFA' and other spooky left-wingers, Sovereign Citizens are actually a serious threat to the lives of police officers and other people.

Lastly; Wearing a bullet-proof vest is not being "armed."
While it goes without saying that where there are plate carriers there may well be weapons, body armor/kevlar vests themselves are purely protective and do not serve any offensive purpose.
