Likely has come down since June (when the @ShaunLintern reports suggested low in some labs, 20-40% in others). Several months astonishing still over 8% in some labs. Even over 1%.
Poor internal & external QA?

Actual number of people being tested for CV is closer to 62k a day
And with the new published data yesterday in the dashboard, by downloading the spreadsheet data @_johnbye was able to throw some more light on it.
I wonder how much Pillar 2 capacity has been diverted for Pillar 4 ONS/ Study testing (eg this one commissioned by DHSC)?
The dashboard indicates that tests processed have pretty consistently exceeded capacity for weeks rather than the odd day.
Thread from @JenWilliamsMEN suggest that labs staffed in part by students is part of the problem as they return to University.
This can hardly have been an unforeseen issue.
