Homes that are not burned will be coated with smoke and it will be greasy and hard to remove. However, as someone whose family had not one, but two, housefires, (the first was limited to the kitchen where the fridge caugh on fire) I am a bit of an expert

You will want a lot of Stanley Degreaser. Just fill a garbage barrel with water and degreaser. Put your stuff in it and let it soak. After 20 minutes or so, you can wipe away the smoke and your glasses, plates, etc will be fine
You can't soak paintings but you can wipe them clean with degreaser, just lay a wet cloth on the pictures and then gently dab away the greasy smoke.
If you have smoke stains on your fabrics you can try soaking them in laundry detergent, but some stains are impossible. The smell, though, you can get out with vinegar and baking soda.

Go through your old photos (pre-digital) and find photos of them and make them a copy. If you're a relative, give them pictures of grandparents, great-grandparents, etc
If you have pictures of their pets, give them that. I have no picture of my first two cats and my first dog. That makes me sad still. I only have 5 pictures of me from before I was 25...and all given by relatives. A high school friend made a copy of our yearbook
The best thing was my aunt who made copies of photos of my grandparents and great-grandparents and family.
Those are the things people miss years after a fire. Of course right up front they need personal grooming stuff and bedding - and Red Cross' fire survivor's kit has that
They will need clothes, but we were given too many clothes after the fire, more than we needed. Too many blankets. But too few cooking utensils and the junkdrawer stuff like scissors, clippers, & so on.
So if you're prepping a care package for someone you know, think junk drawer
Things like sticky notes, pens, tape, are never thought of, but are needed. There really should be a gift registry for fire victims. They need a place to stay. Their homeowners will pay for housing while their home is built...
at least most, but not everyone will be insured enough...people skimp. Those empty air B&B places could garner some goodwill by opening up to homeless survivors
