Today Puerto Rico Governor Wanda Vazquez announced and agreement with FEMA of $9.6 billion to rebuild Puerto Rico's electric grid and $2 billion to restore schools and educational facilities. Begin 🧵 @Boricuas4Biden

The announcement comes two days after Vice President Biden announced his Plan for Puerto Rico. Governor Vazquez is a Trump Republican. Nothing is a coincidence in an election year. joebiden.com/the-biden-harr…

What is being touted as a success in Federal/state - or in our case colonial - collaboration was not as harmonious as it seems. Nor is it a sign of President Trump’s newfound appreciation of the people of Puerto Rico..

The $11.6 billion have been approved under FEMA's Sec. 428, a pilot program created by the Sandy Recovery Improvement Act. The purpose of Sec. 428 pilot program is to: ⬇️ ⬇️ ⬇️

(1) reduce Federal Government cost; (2) increase administrative flexibility; (3) expedite provision of assistance; and (4) provide financial incentives and disincentives for the timely and cost-effective completion of projects.

BIG PRO: Sec. 428 allows restoration of facilities or systems to industry standards. FEMA's typical public assistance program restores facilities and systems to pre-disaster conditions, whether they were adequate or not.

BIG CON: Sec. 428 requires a fixed cost estimate which once agreed upon by FEMA and the recipient, cannot be changed or amended. The recipient is responsible for cost overruns.

This is the largest FEMA Sec. 428 program EVER.

Participation in Sec. 428 is voluntary, except when it isn’t.

In March 2018 @politico reported that White House officials told Puerto Rico’s former governor, Ricardo Rosselló, that if he didn’t agree to Sec. 428, the island wouldn’t get the money. Yikes!

And if you still think Puerto Rico was treated fairly, check out how they treated Texas, a red state with a powerful Congressional delegation. #Harvey #Maria politico.com/story/2018/03/…

Don’t kid yourselves. To Trump Puerto Rico is a dirty little island. He said it himself. independent.co.uk/news/world/ame…

If he could, Trump would sell Puerto Rico in a New York City minute. He’s just trying to buy off Puerto Rican votes by announcing the completion of an agreement that began 2017!

So #BeBest. Don't be fooled. Your vote is worth so much more than that.
