Adv Bhansal says the committee suggested the students with early warning signs should be counselled.
Justice Nariman: Counsel, the authorities are alive to the problem.
Adv Bhansal: The committee said the report found that students who were not happy with their academic achievements were more prone to this. I had filed an RTI citing the number of suicide deaths.
Bhansal: Since 2012 the committee forwarded the report to MHRD and since then it is gathering dust. In last 5 years the suicide rates have gone up. Section 29 of Mental Healthcare Act deals with promotion of mental health

Justice Nariman: We have heard you. Its an utterly frivolous petition. Now the question is how much cost should be imposed on you.
