I don't necessarily mean top-down video recording where the participants are visible on-screen - it would be possible to monitor multiple aspects of sessions in other ways - participant positions + motion sensor arrays - think along the lines of anonymized kinect footage...

At minimum, that should give enough probable cause to request access to monitoring data to help ensure those who frequent massage parlors for the "table showers" will be forced to testify under oath.

Yes - this is shorthand summary and I don't address nuance. It's big picture.

If an industry has problems, it's up to that industry to fulfill the conditions to mitigate or obviate those problems.

The cost of compliance is low; R&D could be funded by government research funds, and equipment/compliance could be provided as part of the licensure process.

But there is no reason why legitimate massage parlors and spas should be unwilling to follow a set of standards to clean up their industry, so long as they maintain the privacy of clients (at least the ones who aren't committing crimes.)
