They're really not sure what to do with expectations here/are liars.
Theory: The "cognitive decline" talking point was supposed to be Fox News primetime schtick for the rubes, with the hosts selectively distorting short video clips to hype up their viewers like they always do -- only the president is one of those rubes, and so here we are.
