It is not what Biden has said. Not even close. But President Trump has been saying he would dispute election results that don't fall in his favor since 2016.

When Joe Biden was asked on television during a town hall with CNN this month if he would accept the election results, he replied: "Sure, the full results. Count every vote."
Biden continued: "'Look, I mean, can anybody – any of you are history majors out there think of any president early on who said I'm not sure I'm going to accept the results of the election? It depends? What's happened to us? This is not who we are."
And then: "This is not what America is. No president's ever said anything like that."
To barely paraphrase and sum up this small thread:
Trump: I will accept the results... if I win.
Biden: Of course I will accept the results, count every vote.
Genuinely curious how the senator reached this conclusion given the public record so I called his office to ask him about it but had to leave a message. I will post an update should I hear back.
