County Supervisor John Phillips was at the tip of one such investigation over 30 years ago when marijuana kingpin Bruce Perlowin and Monterey Fisherman Phil DiGerolamo ran dope from areas like Panama and Nicaragua + other Central American dope manufacturers.

That maiden voyage led to federal prison for both Perlowin and DiGirolamo and later a pardon for the latter - by @BillClinton .
John Phillips was a young District Attorney at the time with a fondness for boat captains of the Taylor Day.

Not unlike teachers having to buy their own supplies OUR government charges fees which REDUCES the public’s access. Reduces transparency & accountability.
And people like our local elected officials seem just fine with that.
