they're just not evenly distributed, and mostly not within US borders
if he wants even more americans he should focus overseas where we are very good at making americans at low unit cost
like so many things we have profitably outsourced the manufacture of americans
if he really cares about americans in america Proper he might instead propose that we make domestic americans more american, a laudable goal and one sorely unattended for the past decade
"no you cant be american that way americans have to be subject to the direct control of the US government" im sorry but if you find yourself leaning toward THAT argument your missing the entire goddamn point of America and you should go back and make out with the Queen
