In the Spanish reviews even people who liked it complained that the viewing deck did not end up being publicly accessible, despite being paid for with public money. And that, unsurprisingly, it is poorly maintained.
It's almost a rule that things built for the novelty of them will be poorly maintained. There's no love.
The idea was: By taking a typical Spanish city block which has a private courtyard/garden in center, they could tip vertically and... save space to have more sand surrounding the building. Then the "garden" in the center isn't so claustrophobic!
Originally I thought the "garden" was the thing in the roundabout, but that's separate. One arch student seems to think the platform is the garden. There was a garden here, but now its just weeds.
Look at the courtyard across the way. At least they can see that from the lookout.
Yeah. It would actually be more comforting if their reasoning was "We just want to build something weird lol."
But they think they're doing the residents a favor.
