Here is a thread summarizing where things stand with regard to the investigation of missing intelligence officer, Ikran Tahlil, based on my latest @i_dossier report. Ikran left her residence just after 8pm local time on June 26. She was never seen in public since.
Investigation into Ikran’s disappearance has stalled after the national intelligence agency blocked investigations into the case by the military courts, two officials and a lawmaker said. The intel agency said it has its own office section which conducts investigations.
According to two sources and Ikran’s MP, NISA argued and told investigators that they will not allow an investigation from an external government agency. Ikran near NISA HQs. NISA said footage of the security camera on the day of the disappearance is not available.
The investigators interviewed a house maid, the landlord and staffers at a nearby hotel. But the investigation hit a roadblock when court officials tried to interview the suspects named in the complaint filed by the family. As of now, investigators have not interviewed suspects.
NISA said it has conducted its own internal investigation. According to sources, NISA handed the court a report comprising 38 pages including interviews with the two suspects named in the complaint filed by the family. NISA interviewed suspects without investigator’s presence.
NISA denies blocking the investigation. NISA also confirms the video footage on the day of Ikran’s disappearance is not available but gives different explanation. It says the camera doesn’t work properly. “It’s a work in progress,” a senior intelligence official told @i_dossier
What do we know about Ikran? She was born in Mandera, NE Kenya on August 24, 1996. She took her primary education in Mandera; attended Aga Khan High School, Nairobi; graduated from the United States International University (USIU) at the Nairobi with BA in international Relations
Ikran landed NISA job in April 2017, worked at the director’s office. She held that job until Oct 2017 when she was promoted as director of the Human Rights Compliance Division at NISA. She liaised w AMISOM and the British Embassy in Mogadishu on security sector capacity building
From October 2018 until July 2019, she worked for the late Mayor of Mogadishu Engineer Abdirahman Omar Osman as Chief of Staff. Officials said the job was a secondment. When the Mayor was killed, she returned to the agency.
In 2019, she attended the University of Nottingham in UK where she achieved Certificate of Int’l Human Rights Law. In 2020 she attended King’s college London, taking a Postgraduate certificate in Int’l Affairs. NISA confirms it was paying course fee, living expenses while in UK.
