The Two Silhouettes belong to...
Tashigi and Smoker.
My initial guess was Shiryu and Devon.
Days ago, before the chapter was released, I kinda predicted that Shiryu might appear on the cover story in this chapter, tho it's not confirmed yet.
I've thought for an alternative because I noticed something.
This man is Choco-Police who watch over the Cacao island.
Given that he just calmly stood there, I think the silhouettes are the authority (Navy) and does not show any sign of threat.
Of course, they're Marines, a threat to the pirates...
but then again, who would dare, from the Navy, visit an Emperor's territory without just reasons?
my guess is, the Navy came to search for and retrieve the stolen blueprints of Vegapunk's lab (and maybe destroy the lab)
Morgans published the story, and/or Stussy knows about that, since that guy is Cipher Pol.
"...a story this big?!"
I think that's the clue.
Moving on...
Why Tashigi and Smoker?
They witnessed themselves the gigantification experiments by Caesar Clown, in Punk Hazard.
And whose project was it? who funded for it?
Big Mom.
You might think that this is a reach, but the clue that made me think about this idea is this...

Chapter 80 "A Thief is a Thief"
In this chapter, the Navy showed up in Cocoyashi Village to see Nami.
They came in search for and to retrieve the "stolen" treasures/loot by Nami.
Back to the silhouettes, these two came from the shore. Meaning, they just arrived.
Because from Chocolat Town (Cacao Island), it will take another day to go to the Whole Cake Island.
About the Blackbeard pirates, I think @TypicalJAnt is right.
The Blackbeard pirates are already in Whole Cake Island. They are the silhouettes as shown in Chapter 1043's cover story.
On the next chapter, cover story, Oven is already inside the lab, handing off the book with Niji and Yonji.
Another thing I noticed is this:
The shaded equipments: the laser, the light and the claw, kinda form a 103 figure.
10(to)3(mi) = Wealth / Whale
but I'll leave this be.
Anyways, regarding Brulee and Oven. I think they are already attacked by the Blackbeard pirates, but I don't think they're dead, yet.
Let's move on with the Blackbeard pirates.
What's their motive? What are they after?
I'll make this short.
@TypicalJAnt theorized, they're after the devil fruits, and Pudding too.
But I don't think they're initially after Pudding, I think it's more than that.

For me, they're after the blueprints too, which might be hidden inside a book, thanks to Mont-d'Or's Buku Buku fruit.
Noticed the word reap?
First possible meaning: it can mean 'to gain' from the consequences of one's or someone's actions, or 'to harvest' (a crop) with a sickle.
Now, the second possible meaning, I know this is unlikely but, 'reap' is homonym to 'rip' (pun). Rip or tear, like a page from a book.
And where are the books are placed?
the Library, Whole Cake Chateau, Capital Sweet City, Whole Cake Island.
... where these silhouettes are at (or going to)
Summarization:
•The silhouettes belong to Smoker and Tashigi.
•The Navy and the Blackbeard pirates came for the blueprints of Vegapunk's lab.
Here's what I think are the possibilities:
Tashigi ↔ Smoker = 45%
Devon ↔ Shiryu = 34%
Stussy ↔ Lucci (or anyone from CP0) = 11%
OTHER = 10%
