It seems there was a problem with the thread yesterday, so here it is again in all it's glory! #UKSG2022
Wait! What? There's lots of vital stuff missing!
Has two decades of digital broken the scholarly record 💽 ?
Buckle up! It's another #scholcom 🧵!
A @UKSG2022 ⚡️ Presentation
Dougherty's checklist to qualify for the scholarly record 💽 :
✅ advance/summarise academic knowledge
✅ named authors
✅ be issued by an academic publisher
✅ be catalogued by university libraries
✅ be indexed in curated databases
DOI: 10.1007/978-3-319-99435-2_2
So, congrats @UKSG members, you help build the scholarly record 💽 👏👏👏
👀 here are some fabulous @UKSG member libraries where you can check out the scholarly record 💽

@UKSG . . . and @OCLC agrees, defining the scholarly record 💽 as "published outcomes of scholarly inquiry" such as "journal articles or monographs"
DOI: 10.25333/C3763V
@UKSG @OCLC Didn't think so.
So, we're cool, right?
It's 2022. The scholarly record 💽 comprises books & journals and is in one piece and safe in our hands.
Wait . . . are we quite sure we've got this right?
@UKSG @OCLC Consider this. A podcast on the politics, history and economics of Brexit. Launched in 2019, the 'cast is published by a research network funded by @ESRC/@UKRI_News and based at @KingsCollegeLon. This, Issue 38, is with KCL's Professor Portes.
There's no ISSN in sight 😥
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon In it Professors Portes and Menon summarise and cite 2️⃣ recently published papers authored by academics associated with @bankofengland, @ucl, @Cambridge_Uni, @LSEnews, and @warwickuni.
These papers are not in any journal or @repec_org.
They are @DOI -less 😱.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI These papers made headlines. Impact being a 'thing' now - this is important.
(I always think it's kinda significant when something makes the front page of the @FT).
So, this stuff matters . . .
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT . . . so much so that @RoyalHolloway's and "best guy to follow on Brexit for intelligent analysis" Prof Chris Grey cited them in his (ISSN-less) blog.
BTW - 🤫 you heard it here 1️⃣st - Chris Grey's Blog will be a key primary source when future historians study Brexit.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway Let's summarise. A bunch of researchers linked to Russell Group unis release papers via a research network that get onto the front page of the @FT and are summarised/cited by 3️⃣ professors in a podcast & a blog-post.
Does this stuff qualify for the scholarly record 💽 ?
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway Let's check against Dougherty's list:
✅ advance/summarise academic knowledge
✅ named authors
❌ issued by an academic publisher
❌ catalogued by university libraries
❌ indexed in curated databases
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway So, b/c this impactful ✅ academic content with ✅ identifiable authors was released into the 'wild' w/o ❌ a publisher's guiding hand and is ❌ to catalogue and ❌ index it's beyond the pale and should remain in the 'scholarly wilderness'.
Right? I don't think so.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway Now, you might be thinking, this is an edge case. Surely most researchers stay loyal to mainstream journals and books (which is why you spend 95% of your materials budget on them).
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway But since end C20th, 2️⃣ things:
1️⃣ the number of graduates has ⬆60%: 50% of people in OECD countries are graduates.
The thing about graduates is that they are "research capable" and often get jobs that involve research. But these jobs are not necessarily in academia.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway The 2️⃣nd thing is that Web 2.0 has democratised the power to publish.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway Oh, and a 3️⃣rd thing:
According to one estimate, for every research 💰 spent in universities that ➡️ a journal, another research 💰 is spent in think tanks, research centres, NGOs and IGOs but ❌ journal 😮.
But why don't NGO etc authors publish in jnls and books?
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway The twist? Their careers don't depend on being published in journals and books.
So they to use Web 2.0 to publish their findings on websites, blogs, podcasts etc.
Why? It's faster and they stay in control. And there's no fussing about #OA either - it just is.
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway The downside is that this content is wild #greylit and so it's really hard for librarians, like @UKSG members, to catalogue and preserve. Link rot is major issue, especially when NGOs etc run out of funding & close. So, someone needs to tame this content, right?
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway So that's why we launched @Policy_Commons.
We tame #greylit from >8,500 NGOs etc so it
✅ catalogued by university libraries ✅ indexed in databases
👉🏽👉 ✅ Google Scholar 👈🏿👈🏾
We've preserved 2.7M PDFs already"
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway @Policy_Commons So, let's update Dougherty.
An item ➡️ the scholarly 💽 when it:
✅ advances academic knowledge
✅ has named authors
✅ issued by a publisher or 👉 tamed by @Policy_Commons 👈
✅ catalogued by university libraries
✅ indexed in curated databases/Google Scholar
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway @Policy_Commons But we're not quite done, are we?
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway @Policy_Commons You're thinking that #greylit isn't peer-reviewed.
To be part of the scholarly record, stuff must be peer-reviewed, right?
Well, I invite you to read this paper bit.ly/POCO-3Nlmckr
(Spoiler: ~80% of policy #greylit IS reviewed)
@UKSG @OCLC @ESRC @UKRI_News @KingsCollegeLon @bankofengland @ucl @Cambridge_Uni @LSEnews @warwickuni @repec_org @DOI @FT @RoyalHolloway @Policy_Commons You can help us tame wild content by suggesting NGOs etc for inclusion in @Policy_Commons. DM's open for demos and trials too.
