Vote counting process; s61-64

1 Vote counting must take place immediately after close of poll and in the presents of election agents, election monitors, polling officers and candidates

2 The presiding officer must, after counting, record, on the polling station return, the number of votes obtained by each candidate. Agents have the right to affix their signatures to the returns so completed.

3 Every candidate is entitled to a copy of the completed and signed returns. Insist on getting your candidate’s copy. Never leave the station without it.

4 A copy of the returns duly populated must then be affixed outside the polling station so that it is visible to the PUBLIC.

5 Immediately after the returns have been affixed outside the polling station, the presiding officer must transmit a copy to the ward elections officer.

6 This is were MOST of the rigging takes place. Two conditions are necessary for rigging to take place, TIME and AGENTS (absence thereof). The process of populating returns and affixing them outside the polling station must never be delayed.

7 Zanu causes delays in the population of returns so that it (1) plays with the numbers,(you need to know what the numbers are b4 you can rig) (2) Decide which stations have no agents so that they put in false returns (3) Wear agents down so they end up leaving their stations.

8 Agents must ensure that counting, population of returns and the positing of results is done as soon as possible after the close of poll. Members of the public must themselves collect the returns posted outside polling stations

9 In accordance with the law, people can and must gather in groups of not more than 12 outside polling stations until this process is finalized. Our gift from Zambia
