Part 2 of our Department of Water and Sanitation investigations update.
In this portion, we focus on investigations that probed Water Boards. We will first deal with Lepelle Northern Water in Limpopo. #SIUWorkingForYou

1. In 2016, the SIU was authorised to investigate Lepelle Northern Water and the Department of Human Settlements. Below is the scope and background of the investigation.

3. The SIU brought in a Quantity surveyor to measure the value lost in the project. More than R9 million was occured due to non-performance for the installation of boreholes.

4.The SIU also probed the Supply Chain Management (SCM) processes and found that the contract was irregularly awarded. As a result, the SIU instituted a civil litigation to set aside the R4.1 billion contract

5. In line with the SIU Act, the SIU referred the former CEO of Lepelle Northern Water to the NPA for contravening Public Finance Management Act.

6. LNW Board and the former CEO, Phineas Legodi, tried to interdict the SIU from continuing with investigations. The interdict was unsuccessful and later, Legodi resigned. The SIU obtained a preservation order to freeze his assets and pension.

7. The SIU observations found that billions were poured into the project but the people of Giyani still don't have water with project being incomplete.

8. In another tender between Lepelle Northern Water and a company named Blackhead, the SIU received authorisation to investigate the contract under proclamation Proclamation R27 of 2019.

9. The scope of the investigation was to look into the SCM processes in appointing Blackhead for the Tzaneen Dam Wall Project.

10. The SIU findings revealed that the process of appointing Blackhead was was not fair, equitable, transparent, competitive and cost effective

11. Seven years, after the project was signed off, it's still incomplete.
