SIU receives order to interdict pension benefits of former DDG of the Department of Water and Sanitation
On 13 January 2025, the Special Tribunal court granted the Special Investigating Unit (SIU) authority to interdict the pension benefits of Zandile Yvone Mathe, the former Deputy Director-General (DDG) of the Department of Water Affairs (now known as the Department of Water and Sanitation). According to the order, Mathe is prohibited from withdrawing or diminishing the value of funds held or managed by her pension fund, specifically the Government Employees Pension Fund (GEPF) and the Government Pensions Administration Agency.

The Special Investigating Unit (SIU) welcomes the arrest and court appearance of former Transnet Group Capital (TGC) Chief Executive Officer Herbert Msagala. He appeared before the Johannesburg Specialised Commercial Crime Court on fraud, corruption, theft, and money laundering charges. Following his first appearance, Msagala was granted R60,000 bail. The arrest and court appearance follows a thorough investigation by the SIU, which uncovered that Msagala unduly benefited from kickbacks worth over R26 million from IGS Consulting Engineering, which he allegedly used to purchase properties and vehicles.

TRANSNET AND SIU LAUNCH COURT PROCEEDINGS AGAINST NEDBANK ON SWAP TRANSACTIONS

Transnet and the Special Investigating Unit (SIU) have jointly instituted proceedings against Nedbank out of the Johannesburg High Court to set aside
interest rate swap transactions which took place in 2015 and 2016 between Transnet and Nedbank, and under which Nedbank (@Nedbank) profited in excess of R2,736,094,704.82.

Transient (@follow_transnet) and the SIU also seek to recover the amounts that were unduly paid by Transnet to Nedbank under the transactions. The interest rate swap transactions featured under the report of the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector and formed part of a greater scheme to misappropriate and divert public funds from Transnet to Gupta-linked entities.

The SIU has signed acknowledgments of debt with law firms and attorneys to the value of approximately R 68 million, which constitute unlawful acts of appropriation. The firms received duplicate payments from the Road Accident Fund (RAF) as compensation to persons injured because of motor vehicle accidents on South African roads.

The Pretoria Asset Forfeiture Unit (AFU) of the National Prosecuting Authority and the
Special Investigating Unit (SIU) have secured yet another preservation order in relation to the corruption at Eskom’s Kusile Power Station at the Pretoria High Court. The order, dated 16 February 2023, authorises the AFU and SIU permission to preserve
two portions of a farm that is used as a lodge, a commercial property in Mbombela, a
house in an estate, five cars, a golf cart, and a quad bike...

AFU, SIU granted order to freeze five properties linked to national lotteries commission investigations. AFU and SIU have obtained a preservation order from the High Court of South Africa, Gauteng Division, Pretoria, to freeze three luxury properties, a plot, and a portion of a farm that are linked to the siphoning of lotteries grant funding meant for community development projects.

The Special Investigating Unit (SIU) welcomes the Special Tribunal’s judgement declaring a decision by the former SABC executives to pay 53 music legends R50 000 each to be irregular, unlawful, invalid, and set it aside.

The Special Investigating Unit (SIU) welcomes the arrest of six people by the Hawks for fraud, corruption and money laundering related to Covid-19 personal protective equipment (PPE) in the Mpumalanga Department of Public Works, Roads and Transport.

#KnowYourSIU| SIU granted order to freeze R11 million held in a bank account linked to Eskom senior manager. The Special Investigating Unit (SIU) has successfully instituted civil proceedings in the Special Tribunal to freeze funds to the tune of R11 million held in a bank account linked to Eskom senior manager.

#KnowYourSIU| The SIU is an independent statutory body with a mandate to investigate allegations of corruption and maladministration in the affairs of government departments, municipalities and State Owned Entities. #KnowYourSIU| The SIU also recover and prevent financial losses to the state caused by acts of corruption, fraud and maladministration.

President Cyril Ramaphosa has signed Proclamation R21 of 2021 authoring the SIU to investigate allegations of corruption, malpractice and maladministration in the North West Department of Public Works and Roads and to recover any financial losses suffered by the Department. The proclamation authorizes the SIU to look into transactions which took place between 1 January 2016 and 12 March 2021, the date of proclamation.

Investigators from the SIU are currently at the offices of Matlosana Local Municipality in Klerksdorp, NW to action a search and seizure warrant. The SIU got a warrant on Thursday to raid municipal offices as part of its investigation into COVID-19 PPE procurement corruption. The SIU approached a magistrate for a search and seizure warrant as investigators were experiencing resistance on the part of the municipality. The SIU will not hesitate to press criminal charges against any individual who tries to interfere with its investigation.
