@WorldBank #ID4D is sitting on ID coverage data 2021. Its latest data for 2017: 18.6% not covered. They are, consistently, vulnerable people, incl. SAGE beneficiaries.

Instead of stubbornly claim a fiction Uganda's judges can be the adult in the room.
What is worse, early 2022 Ms. Kisembo reported, in one and the same podcast apparently, 1/ a percentage of people over 16 without ID cards of 29.8% (coverage 70.2%), and 2/ a percentage of people over 16 without ID/NIN of 37% (coverage 63%)!! A numbercruncher the new CEO is not.
