Request is w/ view elections 2020. CDI elections have been excessively pricy. Problem is, inter alia, non-nationals are 25% of pop. That makes civil- and voter registration a sensitive matter.

There's politics in confusion 'registered'/'issued'. Process takes >10 yrs, then starts for real.

Nigeria. The World Bank's $430m will now start flowing into , well, who knows.

Nigeria's ID has been in the making for 4 decades. NIMC has enrolled 38m folks, in 12 years, at cost $1.1b: ± $29/enrolment, many w/o card).

$430m will suffice for 160m, for $2.70/pax? This is how: Now don't be such a Doubting Thomas!
