I lead with unassailable conclusion - of 503,741 Inactive Voters all eligible to vote on Nov 8 - the largest possible TOTAL # of Inactives whose votes COUNTED is just 9902 or .019% vs .641% official county participation rate.

Subtract 496793 - the updated MC IV # today -from 503742 = 6948 IV cured since Nov 8 + 2954 Prov ballots = max potential 9902 IV ballots counted...

MC Poll Workers(PW) were NOT trained to process IV. If V doesn't match SiteBook address, PW MUST check IV list. If V isn't IV, can vote Prov there. If V is IV can also vote Prov there but it WON'T count unless IV goes to proper location. PW must warn IV...

6/6 If IV address matches IV list-must reregister by verbal AFFIRMATION & vote reg ballot. If PW lets IV vote wo affirmation, vote can be void later. If IV votes legally-must be removed from IV list. Only 6948 have been as of today.

6948 is most likely the ceiling on Inactive Voters who voted and had their votes counted as per ARS 16-583(A). I used 9902 as potential greatest # in case the 2954 Provisional ballots counted had dual Provisional status and Recorder counted them as mismatched address but not IV.
