The obstacles are individual nations seeking individual solutions.

Nobody who's even old enough to remember 2009 remembers the pandemic of Influenza A virus subtype H1N1, killing 250,000 worldwide.

Trust in the WHO. Transparency, engagement, humility, and inclusion – of opposition voices – are what made the worldwide response to the 2009 H1N1 outbreak effective at preventing a much more virulent and deadly virus from killing MILLIONS!
The real difference? President Obama was willing to lean heavily on expert epidemiologists and Public Health officers and let them lead. The last thing the public needs during public health crisis, is the appearance of politicians managing public health.
When historians review the failures of this pandemic; they will no doubt blame the political interference of Public Health from the US, influencing all other nations.
Scientists were muzzled by politicians the world over.
There is still lasting damage from the US President's tweet attacks on the scientific community as a whole. Public Health depends on the public's trust of Public Health and the public's trust has been completely eroded by scripted Public Health Officers.

That's how you build and maintain the public's trust in Public Health. Do you feel your nation's political leadership has embodied any of these?
Nobody remembers a "worldwide bullet they dodged in 2009" because only the few elites who travel internationally had any Public Health measures (NPIs) they had to follow;
- Masks on flights and airports
- Testing & contact tracing on arrival
- Temporary Isolation and quarantine
2009 was a team effort and success built on many shoulders. But we could summarize why 2009 "worked", to just this: Public Health Officials were excessively available to the media; none of the politicians ever sat in on briefings.
Trust is built when you bring your opponents to the table and seek their input and seek to answer their questions. You can't manage public trust if you attempt to silence the critics. That's never a good political strategy and that's why politicians don't belong in Public Health.
Viral pandemics are not a time for politics.
The world needs to get back to working as a team and that includes the @WHO
The success of 2009 resulted from implementing learned lessons from the 2003 SARS pandemic. Canada conducted a very thorough Public Inquiry which resulted in the SARS Commission Report's recommendations to adopt the #PrecautionaryPrinciple

PHO are not politicians and should not be hired or fired based on their popularity for one very simple reason; PHO is never a popular position!

Throughout the pandemic, the US has increasingly politicized and tailored science to match lies from both the Trump & Biden administrations, all while attempting to discredit and undermine @WHO as a reliable Public Health Organization.

Sure you open Twitter and everyone and their dog is blaming the WHO. You have likely erased from memory a series of unpleasant twitter attacks by some American tweeting dotard directed at the WHO and the scientific community.
You can't recall the specifics, but you are absolutely certain you believe some evidence was required before the 2019/2020 CDC was required to act on global health emergency to provide pandemic mitigation; therefore you lost faith in the WHO?
What if I told you it was ONLY politicians lying to you?
Not only the one you voted for, ALL OF THEM.
They all don't have the balls to implement Public Health solutions that are unpopular, or step aside and lean on the scientific experts.
