Is Nasir El-Rufai, by far the best Governor in Nigeria by adm?.🤔

Well, fellow Nigerians, I have decided to present you with available recent data, so you can judge for yourself the performance of Kaduna Gov in terms of growth & Fiscal progression.✍️

As we all know, the most appropriate measure of growth in any state is 𝐇𝐃𝐈, which comprises 3 indicators;

*Education,
*Decent Std of Living /Wealth, and
*Nutrition & Health.

Interestingly, the below data highlighted the Kaduna State govt rating.

1. 𝐇𝐃𝐈- a). Education:
56% of poor people 10yrs & above are deprived of education and haven't completed 6yrs of schooling (2022 MPI report). Even higher than the national ave rate.

The No of out-of-school children is the 7th highest in the Nig.

b). Wealth & Living Std:
Over 8million people in Kaduna are living in awful poverty, with child poverty, the 2nd highest (>1.5millon, NBS 2021).
73% of families are deprived of sanitary facilities. 64% of homes don't have access to clean water & hygiene (10th worst state).✖️

c) Nutrition & Health:
The Maternal death rate (1,025 deaths per 100,000 live births) is among the highest in Nig.
Over 96,000 children are Malnourished (2021 CS-SUNN data). The state also contributes to the highest no of stunted & wasted children in the NW (2022 UNICEF)✖️

2. 𝐋𝐀𝐁𝐎𝐔𝐑 & 𝐒𝐓𝐎𝐂𝐊:
Unemployment and Underemployment rates are extremely high.

8th worst state in the unemployment rate, with Over 44% (NBS, 2020).

As of 2021, the total unemployment rate stood at 67%, 2nd highest after Jigawa in NW the region (NBS 2021 data).✖️

3. 𝐅𝐈𝐍𝐀𝐍𝐂𝐈𝐀𝐋 𝐇𝐄𝐀𝐋𝐓𝐇:
In terms of fiscal progression and budget implementation of the state, some Indices are considered, which include:
*Debt profile,
*Debt Sustainability index,
*State Reliance on FAAC,
*IGR/Capita,
*Debt/Capita, etc

a). Debt Profile:
Kaduna is the 2nd most indebted state in the country, with a total debt of #307.49bn (2022 BudgIT).

Yet has one of the lowest debt service profiles in the country. Ranked 31st.
(This means, the Gov likes borrowing but doesn't want to service the debt).✖️

b). Debt Sustainability Index:
Kaduna State is currently poorer in creditworthiness and thus has less comparative fiscal bandwidth to borrow more, due to its huge debt.

Ranked 29th (BudgIT 2022 report).

A warning sign to any firm that intends to lend money to Kaduna.😞

c). Reliance on FAAC:
Due to slow growth of IGR, Kaduna is unfit to meet its operating expenses with only the IGR, thus relying heavily on FAAC to implement its budget. Ranked 32nd.✖️
d). IGR/Capita:
+#5k per capita, with an IGR growth of 3.24% moved back to 19th position

4. 𝐈𝐍𝐒𝐄𝐂𝐔𝐑𝐈𝐓𝐘 𝐈𝐍𝐃𝐄𝐗:
Kaduna remains the 2nd most violent state after Borno, & 3rd most terrorized state.

In conclusion, based on the few evidence backed info provided, Its okay to say that Gov El-Rufiai performed below ave

For those Persons coming to my inbox to say that Kaduna Govt did well in 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧.

Let me restate this again.

The no of 𝐨𝐮𝐭-𝐨𝐟-𝐬𝐜𝐡𝐨𝐨𝐥 𝐜𝐡𝐢𝐥𝐝𝐫𝐞𝐧 in Kaduna rose from 534,670 (in 2018) to 654,990, the 7th highest in the county (NBS 2021 Data).😞
