*Education,
*Decent Std of Living /Wealth, and
*Nutrition & Health.

Interestingly, the below data highlighted the Kaduna State govt rating.

2. 𝐊𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞; measured by adult literacy rate, and the combined primary, secondary & tertiary gross enrolment ratio.

3. A decent std of living; measured by GDP per capita (PPP US$). i.e the value of all goods & services produced in the economy divided by the population.
