They would even flog their own soldiers for random violations.
While theyr were robbing, and stealing, kidnapping business owner as hostage for money schemes. If you stole from them, they would do public floggings of random civilans after their show trial "peoples court"
The public trials would bring up defendants, some of them whose only crime was having a Ukrainian flag or if an old babka heard you say F**k Putin. You were put on trial. Some would be kidnapped, tortured for months, many never seen again
1000s were kidnapped & tortured, many killed. If they did kill civilians during a robbery, execution or accident. The bodies were always take to a blast site, to blame Ukraine and to try to increase the civilain death count
