In-Q-Tel (IQT), formerly Peleus and In-Q-It, is an American not-for-profit venture capital firm based in Arlington, Virginia. It invests in high-tech companies to keep the Central Intelligence Agency, and other intelligence agencies, equipped with the latest in information
technology in support of United States intelligence capability.
In-Q-Tel started as the idea of then CIA director George Tenet.
In 1999 Tenet put forward a grand "Plan" for dealing with al-Qaeda. In preparation, he selected new leadership for the CIA's Counterterrorist
Center (CTC). He placed Cofer Black in charge of the CTC, and Richard Blee (a "top-flight executive" from Tenet's own suite) in charge of the CTC's Bin Laden unit.
In February 2008, George Tenet became a managing director at investment bank Allen & Company.
Since its founding
in 1982, the Allen & Company Sun Valley Conference has regularly drawn high-profile attendees such as Bill Gates, Warren Buffett, Rupert Murdoch, Barry Diller, Michael Eisner, Oprah Winfrey, Robert Johnson, Andy Grove, Richard Parsons, and Donald Keough.
In 2007, Allen was sole advisor to Activision in its $18 billion merger with Vivendi Games.
While Bobby Kotick was still a student in 1983 at the University of Michigan, he started a technology company called Arktronics with friend Howard Marks in their dorm room. The two
developed software for the Apple II.
During his sophomore year, Kotick met and pitched Steve Wynn to invest in Arktronics. Wynn later invested $300,000 in the company. Steve Jobs heard about Arktronics' software. He met with Kotick and Marks in Ann Arbor and advised them to
drop out of college to focus on the software business. Kotick took the advice and left the University of Michigan to focus all of his time on his company.
In October 2009, Kotick co-founded the Call of Duty Endowment (CODE), a non-profit benefit corporation.
Kotick said the idea for the Endowment came from a conversation with former Veteran's Administration Secretary Jim Nicholson.
Nicholson is senior counsel with Brownstein Hyatt Farber Schreck LLP.
