Firstly, let’s look at his player profile:

A versatile 6/8 hybrid who can win duels, evade the press, break lines, switch play, has good ball striking/combo play.

he’s already familiar with primary responsibility for the ball in a ball dominant system.

A player of his quality cannot be underestimated in terms of value. He’s destined for the very top. Caicedo can become an Elite #8 because he's special in and out of possession.

Defensive monster. Covers incredible distance every game and is physically strong. We also have to consider that Caicedo profiles as a physical & technical elite footballer. He’s got tactically educated at Brighton under both Potter and De Zerbi, and he's just 21 years of age.

Caicedo is one of the most physically gifted players to grace the PL this season. He glides across the park, and that same quality can be seen in possession where he can determine tackles and carry the ball for large distances effectively. Worth the money

In comparison with Declan Rice:

Rice and Caicedo are different:
Rice is a Partey replacement, Caicedo is a Xhaka successor, but also an elite squad option due to his skillset in a variety of different roles.

Both seem too good to be true to happen

We can't buy both Caicedo and Rice and still keep Partey. Either 1 + Partey or both and you sell Partey

Getting both would be a dream - imagine Rice at 6, Caicedo and Odegaard at 8. It would be so hard to play against
