1. Q1. Who started EVM in India?
Answer: Indian National Congress
The Electronic Voting Machine was proposed in 1977 and Electronics Corporation of India (ECIL) was tasked with the development of the same.
Indira Gandhi was at the helms of power in 1977.
In 1979, a working model had evolved and was showcased to various political parties on 6 August 1980. Bharat Electronics (BEL) and ECIL were tasked with manufacturing EVMs. The EVMs were first trialed in 1982 in the by-election to Paravur assembly constituency in Kerala in a limited number of polling stations. In a ruling on a case filed against the usage of EVMs in the by-election, the Supreme Court of India ruled that the sections 59–61 of the Representation of People Act 1951 specified paper ballots and it, therefore, forbade the use of any other technology including electronic voting. The court stated that the use of an alternate technology would require the Indian parliament to amend the law.
Post the court ruling, as there was no existing law permitting the usage of EVMs, it could not be deployed immediately. In 1989, the Representation of the People Act, 1951 was amended by the Parliament of India to permit the usage of electronic voting. But the deployment was further delayed as general consensus could not be reached with the political parties and other stakeholders on the usage of EVMs.
Congress won highest number of seats in 1989 though it could not form the government due to the revolt of V.P. Singh.
In 1998, the machines were used on an experimental basis across 25 state assembly constituencies during the assembly elections in Rajasthan, Madhya Pradesh and Delhi.
In May 2001, EVMs were used in all constituencies for the state assembly elections in Tamil Nadu, Kerala, Puducherry and West Bengal.
In 2004, in the General Election, the EVMs were used in all 543 Parliamentary Constituencies for the first time. Since the time, all state assembly and parliamentary elections are held using the EVMs

After a ruling by the Supreme Court, the Election Commission appointed an expert technical committee in 2011 to study the feasibility of a Voter-verified paper audit trail (VVPAT) in EVMs to counter the charges of tampering. The committee was tasked to examine the possibility of showing a printed paper to a voter with the symbol of the party to which the vote was cast.
On the recommendation of the committee, a VVPAT system was developed and was put on field trials. In July 2011, field trials of the system were conducted at Ladakh, Thiruvananthapuram, Cherrapunjee, East Delhi and Jaisalmer to test the performance under various weather conditions.
Congress was ruling the country in 2011.
2. How does EVM works?

The EVM was designed by a team led by A.G. Rao and Ravi Poovaiah, professors at IIT Bombay. An EVM consists of two units, a control unit, and the ballot unit which are joined by a cable. The ballot unit consists of labeled buttons which facilitates voting by a voter with the control unit responsible for the operational control of the ballot units, storing of vote counts and display of results on LED displays. The control unit is pre-programmed at the time of manufacturing and cannot be altered later.
The machines are powered by a six volt alkaline battery which enables the use of EVMs without a secondary power source. The designers intentionally opted for battery power, to prevent the possibility of power cables interfering with the functioning and to enable the EVMs to function where a secondary power source is not available. The two units work in tandem and cannot work independently. The EVMs do not have any communication components or internet interface. The ballot unit has an internal clock and a pre-programmed protocol by which it records every input-output event with a timestamp provided it is powered.old.eci.gov.in/files/file/899…

A reply to a query under the Right to Information (RTI) Act obtained from the Election Commission of India (ECI) and the EVM+VVPAT manufacturers—Bharat Electronics Ltd (BEL) and Electronics Corporation of India Ltd (ECIL), THAT EVM EVMs have software burnt into one time programmable (OTP) chips. This information is posted on the website of the Netherlands-based NXP Semiconductors NV, which supplies the micro-controller chips.

The NXP chip has tamper-detect features which may be used to detect some forms of hardware tampering and also Flash & SRAM tampering. 4. Can EVM used in India be hacked?
The Indirasen Committee Report on EVM, 2006 stated that BEL and ECIL are following, namely “the fixed nature of the software which is fused to the processor which is effectively unalterable.

5. Arvind Kejriwal and his lame attempt to hack EVM
in 2010 with J Alex Halderman of the University of Michigan in the US and his students (Prasad et al 2010) replacing parts of the machine and showing that it was possible – by changing the hardware – to change either the voting or the vote counts stored in the EVM. This could also be done remotely.
There has never been any doubt that if the EVM hardware can be changed, of course it becomes a different machine.
A similar exercise was shown by Aam Aadmi Party (AAP) in May, 2017. In a demo, they showed essentially what Halderman and his team had done: change the hardware and then used the changed hardware to “hack” the EVM😂😂😂😂
That a physical hack of the Indian EVM can achieve this has never been disputed by anybody, including the ECI. The question is whether a large scale physical hacking of 1.6 million EVMs – the numbers involved in the Lok Sabha elections – is possible. Even if 10% of such EVMs are physically hacked, that still means physically tampering with as many as 160,000 EVMs!!
6. Congress Story of EVM

In 2012 his extra marital affair with his Biographer and US Army colleague a United States Army Reserve lieutenant colonel named Paula Broadwell!!
FBI found about this affair and General Petraeus giving her secret govt documents (More than 20) when Paula was writing his biography.
General David Petraeus was removed as a CIA director but guess what he did?
He joined KKR Holdings, a multibillion US Asset management group in 2013!!
KKR Holdings didi underwrite the IPO of NXP Netherlands which is a supplier of microcontrollers for EVM machines!!
In 2024, General David Petraeus was one of the invited select attendees of the Bilderberg group meeting.

It was Christophe Jaffrelot a professor of South Asian politics and history the Centre d'études et de recherches internationales (CERI) at Sciences Po (Paris), a professor of Indian Politics and Sociology at the King's India Institute (London), and a Research Director at the Centre national de la recherche scientifique (CNRS), who advised Rahul Gandhi to use caste census basis nascent concept of critical race theory.

7. The London EVM Conference Fiasco of Congress
The much hyped and awaited EVM (Electronic Voting Machine) hacking press conference in London by a ‘cyber expert’ on Monday, which was supposed to turn Indian democracy upside down, didn’t quite achieve that, though it definitely had the audience rolling on the floor laughing. Well, not the journalists and Congress leader Kapil Sibal, who were present at the venue, some of whom might have been ignorant enough to take it seriously. After all, technology and science have been difficult enough even for the prime minister, what with his knowledge of genetics, cosmetic surgery and transplanting an elephant’s head on a human body. But some of us techies sitting in our homes or offices weren’t quite sure if we were witnessing a spoof EVM drama or monumental stupidity.
This was supposed to be a serious affair to expose the ruling Bharatiya Janata Party’s (BJP) allegedly sordid and incredibly secret but efficient EVM hacking operations that had the party winning most elections – from the 2014 general elections to the 2017 UP assembly elections. Sibal attended the press conference in London; Congress spokesperson Sanjay Jha was supposed to live tweet, and The Quint was live-streaming from the venue, while even NDTV was covering it. A supposedly US-based cyber expert on EVMs, who claimed to have worked on the design of the machines, was going to not just expose BJP’s “wrongdoings”, but also do a live demonstration of hacking a genuine EVM right in front of the press.
And yet, as soon as the press conference started, you knew that something was terribly wrong. There were no EVMs. The US ‘expert’ wasn’t there in person. Instead, you had a person on videoconference, whose eyes and most of the face were covered, as he spoke to the camera from a dark room. It had all the makings of a cheap B-grade Bollywood movie. From there on, it quickly turned surreal.
So called Cyber expert Syed Shuja who claimed to have worked previously for the ECIL from 2009-2014 and who has also designed EVMs in India, made certain allegations against the ruling BJP government and the Election Commission.
A presentation was organised by the European chapter of the Indian Journalists’ Association in London where Shuja was brought in on a video call with a room full of reporters, including numerous Indian news organisations such as India Today, Anandabazar Patrika, Times Now and The Quint. Shuja was supposed to demonstrate live how EVMs can be hacked, but was brought in on video call since he claims he was attacked four days ago. Shuja claimed he was part of a team which designed EVMs used during the 2014 elections. He claimed he fled India and sought political asylum in the US because he felt threatened in India.
The first bombshell dropped by Shuja was that of Gopinath Munde—a senior BJP leader from Maharashtra who died in a road accident around a fortnight after the BJP swept the 2014 Lok Sabha elections—was actually murdered because he knew that EVMs were being rigged. Shuja claimed Munde was about to “expose” the government on this issue, which is why he was murdered.
According to The Quint report, Shuja alleged that he and his team were instructed by ECIL to find out whether EVMs could be hacked and to find out how to do this. His second claim was that his team was shot and killed in a Hyderabad suburb in April 2014 during the elections, where they went to meet a BJP leader after realising that low-frequency signals were being emitted from EVMs. Shuja and his team had tried to set up a meeting with BJP leaders with the intent of blackmailing the ruling party with what they knew, and when they went to visit the leader’s house, they were shot and killed. Shuja too was allegedly shot, but survived.
8. The London EVM Conference Fiasco of Congress - 2
Bogus claims made by so called Cyber expert
Syed Shuja said that his 13-member team was working on Project Ms7b for the ECIL. These members were identified as Anirudh Behl, Keshav Prabhu, Syed Mohiuddin, Shujauddin Mohammad, Fareed Aklui, Ajaaz Khan, Hamza Habib, Kamal Rao, Rohan Akewar, Raj Ayyappa, Anusree Dinkar, Srikant Tamnerwar and Prakash Reddy.
Shuja claims 11 members of the team were shot dead on the morning of May 13, 2014, at the guesthouse of Kaki Reddy—brother-in-law of former BJP MLA Kishan Reddy—in the suburb of Uppal, Hyderabad. Shuja says the guesthouse was near Little Flower Junior College in Uppal.
Syed Shuja claimed he completed his PhD Minors in mathematics and an ME in RF Communications from Jawaharlal Nehru Technological University, Hyderabad (JNTUH) and a B. Tech from Shadan College, Hyderabad.
Syed Shuja said that his father’s name is Yousuf Ahmed Syed and his mother’s name is Qudsia Syeda. He says his father worked as an assistant engineer in BHEL till 2006. Syed Shuja said that former BJP MLA G Kishan Reddy killed 11 members of his team at the guesthouse of Kishan Reddy’s brother-in-law, Kaki Reddy. Shuja’s team member Kamal Rao had arranged a meeting with Kishan Reddy.
Shuja claimed Kishan Reddy, another man, and Kamal Rao entered the room. Kishan Reddy said, “Champai anderki (kill everyone).” The 11 teammates were then shot dead. Syed Shuja said that he sought political asylum in the US as he felt threatened in India. He claimed that after he reached the US, he was in the hospital for 18 days and then in detention for 16 days. When he was released from detention on June 17, 2014, his friend told him his house had been burnt down, his parents had died in the fire, and his wife and kids were missing—this would be during the “cover” of the Kishanbagh riots. The friend sent him a “paper cutting” dated May 14, 2014.
Syed Shuja mentioned that May 17 as the date his house burnt down.
Interesting point: In this EVM hacking expose of BJP conference hosted in London they had everything including Congress Leader Kapil Sibbal in attendance and NDTV and The Quint live telecasting it. But there was no EVM Machine and there was no EVM machine hacked!!! After this fiasco congress washed down its hands and Kapil Sibbal also gave a disclaimer about his attendance in this Sham of a press conference😂
All the details given by Syeed Shuja were bogus and all the participants of this London conference got an egg in their face when they realized the non-sense whataboutry of Syed Shuja's claims!!
9. Congress EVM Fiasco of 2024
Again Congress chose another Syed Shuja, this time in the form of non descript Midday newspaper reporter Shirish Vaktania!!
The OTP based hacking of EVM article has resulted in a PRESS NOTE CLARIFICATION FROM ECI which says in short that "THIS IS UTTER NONSENSE"!!😂😂😂😂

Along with EVM Hacked nonsense, Rahul Gandhi and INDI Alliance made noise about "CASTE CESNSUS".
This was based on the advice of Congress handlers sitting abroad and their foot soldiers who made it a point that long preparation of Caste based social faults in India becomes a sort of electoral trump card for Congress!!
