According to an HPSCI whistleblower 302, and my own sleuthing, the "system" for leaking classified information to media was "established" by Minority Staff Director Michael Bahar.
**That's if I am correct on what's under the redaction block.**

Going through the Congressional Record, the search terms "Schiff," "Staff," and "Thank you", yields some more staff names.

Some of those staffers mentioned could be on this "Russia Team" that was allegedly acquiring the classified info and then disseminating it to media.
But without more clues as to the makeup of the team, it would be more guessing than sleuthing to plug the names in the blocks.
I like guessing, though.

The other set of declassified docs, the "tranche," that has docs related to the several leak investigations may provide more clues.
