Why is Trump pointing out so many cities around this country are using LOW FUNDS as an excuse to let criminals roam around free?

What Americans are waking up to is this:
1. It doesn't actually cost that much to fund the government, and most government 'services' are unnecessary bloat, something the gov't shutdown is reaffirming
2. Most of the money and resources extracted from the states is being sent ELSEWHERE to SOMEBODY ELSE, and the states and counties are being deliberately kept at a subsistence level.
3. If gov't actually doesn't NEED to be THAT big and cost THAT much, where in God's name has most of the taxed money been going?
And when people discover the answer to this, it's going to be quite surprising for many of them.
The Old Europe Noble Class of Extravagantly Wealthy Banking Families never went anywhere. They just receded into the shadows and now exert their control by other means.
This is the system Donald J. Trump is destroying. He is removing their control and fully intends to remove the massive debt that gave them that control in the first place.
What if a large part of The Great Awakening involved waking up the citizens of many nations to the fact their national leaders do not serve but someone else instead?
And exposing this rotten 'Shadow Government' and destroying it? Pulling back the curtain and showing the world how it is ruthlessly exploited and suppressed, kept at a bare subsistence level by carefully manufactured design?
What happens when all the serfs who didn't know they were serfs suddenly start waking up?
Right now, the American affiliate, so long under their control, is now in direct and open rebellion against this 'Shadow Government' I have been describing.
They are desperate to get their full control back.
