The National Defense Authorizations Act (NDAA) is a must-pass annual bill that funds the US military. Since 1987, there have always been race-conscious provisions in the bill to provide special defense-related carveouts for non-whites. Two peaks: early 90s PC and 2020 (Floyd).
The GOP is better about this. The bill originates in the House and is largely written by the House Armed Services Committee; since 1987 GOP houses usually add 1-2 provisions will Dem ones add 5-10. This disparity would be larger today. GOP Senate doesn't push back much though.
The composition of the provisions - they began with contracting (must have a certain % non-white contractors), but have expanded to recruiting, training, research, and promotions.
When you think about it, it's pretty impressive lefties have successfully created the language to construct an omnipresent system of racial privileges while convincing people they were doing the opposite. Rightist language tends to be more literal and less euphemistic.
