1/ Russia's anti-drone defences are said to be severely hampered by bureaucracy, such as bans on interceptor drones with explosive warheads, and legal liability, which makes mobile fire teams liable for damage caused by shot-down enemy drones. ⬇️

2/ Russian drone developer Alexey Chadayev looks for answers to the eternal question of "where air defence?". He highlights legal and bureaucratic obstacles that he says are major obstacles to the effective protection of facilities that are being targeted by Ukrainian drones:

3/ "A few thoughts on counter-drone defence of rear-area facilities.

1. The very fact that we have legally limited the ability to use explosives to combat drones in the rear leads to an increase, not a decrease, in collateral losses.

4/ "When you attack a drone loaded with explosives with a kinetic interceptor (like the Yolka), it makes it much more likely that the drone will crash and explode on the ground.

5/ "Whereas if it were possible to insert warheads into them (which technically exists, but is not allowed), they could be detonated in mid-air—and then what would truly fall to the ground would be _debris_, not an entire drone with a damaged wing or propeller.

6/ "2. One of the main reasons for the ineffectiveness of our Mobile Task Forces is the still-unregulated liability for those very same collateral losses.

7/ "Scenario: a drone flies toward an oil refinery, is shot down, crashes into a five-storey building, there's an explosion, someone dies—most likely, the person who shot it down will face criminal charges.

8/ "Everyone knows this, and there are frequent cases of mobile task forces deliberately missing the target—like, "Well, they tried, but they missed."

9/ "3. This means that facility protection must be maximally integrated with all possible warning systems—to avoid casualties. Where mobile task forces operate, people must be aware of the risks and have time to move to a safe place.

10/ "Furthermore, legal mechanisms must be in place to regulate property damage in such cases.

11/ "4. In general, the problem of facility protection is the problem of the integrator. The responsible structure that integrates all aspects, from early detection to direct facility protection, and the legal framework for its activities.

12/ "The lack of a "qualified customer" is the main reason why the vast amount of work we have on facility protection (and by "we," I mean the staff of [the drone development centre] Ushkuynik) cannot be applied." /end
