The complaint? It was noticed that late vote counts had lots of late votes for Mayor Karen Bass and Nithiya Raman, and not one vote for Spenser Pratt. Statistically, in an honest vote, that would be impossible.
2)

And when something in a vote is statistically impossible—the reasonable and responsible opinion is to believe there has been fraud.

But, the LA Times has an excuse. Now, listen to this.
3)

They say there was no fraud, but the first batch just turned out to favor one side and a second batch did not.

That sounds like a thief who claims he did not steal anything from that store because, well, he returned some of it later.
4)

But then we all should know by now that elections in California are more like those in the old USSR—let the people think they are choosing, but “for their own good,” make sure the “wrong people” do not get the job.
5)

Plus the process makes it very easy for non-citizens to vote and very difficult to ensure that they do not vote."
