1/ Ukraine's attacks on Russia's oil refineries are reportedly pushing them into a crisis, with a loss of control over fuel supplies and a lack of effective anti-drone defences. Russian oil giant Rosneft is reportedly pushing for nationalisation. ⬇️

2/ Russia's oil refinery ownership is dominated by a handful of large vertically integrated companies. State-controlled Rosneft and Gazprom Neft control the largest and most modern refineries, along with a number of private companies including Lukoil, Surgutneftegas, and Tatneft.

3/ All of these companies' refineries have come under repeated and highly costly attacks from Ukrainian drones, which have caused increasing shortages of fuel across western Russia. There is said to be a critical lack of coordinated efforts to defend the refineries.

4/ According to VChK-OGPU, Rosneft CEO Igor Sechin is "actively promoting the idea in the Kremlin of effectively nationalising (albeit temporarily) all Russian oil refineries and transferring them to the external management of the state (Rosneft)."

5/ He is said to be arguing that this is the only way to regain control over fuel supplies and organise an effective defence against the drone strikes. While efforts have been made to defend refineries, these have frequently been uncoordinated and ineffective.

6/ However, this proposal is said to be opposed by the shadowy but powerful Russian-Ukrainian oil trader Anatoly Yablonsky, backed by his ally Yevgeny Lovyrev, Deputy Director of the Russian Federal Security Service (FSB).

7/ Yablonsky is said to be claiming that some of the refineries are beyond the reach of drones and are capable of supplying Russia with fuel without nationalisation. However, given the increasing range of Ukraine's drones, this seems like an optimistic assumption. /end
