2) August 24th the House Permanent Select Committee on Intelligence issued a subpoena requesting FD-302's and FD-1023's regarding the Steel Dossier
3) FD-302 is an FBI form that is used to document interviews/interrogations. It details questions asked and answers given as well as who was present during the interview. Here is a sample
4) FD-1023 is an FBI form that is uses to document meetings between FBI and sources. It does not necessarily discuss what was said. It is also called a CHS Report. (Confidential Human Source) Here is a sample.
5) The 302 reveals the content of interview as well as identify ALL PARTICIPANTS. The 1023 outlines who met who, where, when, and why.
6) If you notice the 1023 sample I provided it gives out extensive detail about the informant and what is to be asked as well as by whom and where and when. But it does not give the informants answers or details of the meeting. That is where the 302 comes in.
7) The Steele Dossier is the Achilles heel of the Russian Hoax. These documents will identify people involved on BOTH SIDES. The informants and more importantly the DOJ/FBI personnel!
8) To date Rod Rosenstein has not provided these highly sensitive documents to Nunes. The question that begs to be asked is why?
9) The knee jerk reaction is that Rod is stonewalling Nunes and that he is trying to protect the FBI/DOJ from culpability. Some are even implying that he is part of a cover up.
10) Upon closer examination of the document one can see there is a more sane explanation.
11) Devin Nunes is the chairman of the committee that consists of 22 members. Are we sure none of them are leakers?

13) Rod Rosenstein is in charge of a newly formed investigative unit at the FBI's National Security Division regarding leaking of classified information. If anyone knows who in Congress is suspect of leaking it is him.
14) The legal justification for withholding the classified information is to protect it from leaks that could jeopardize an ongoing investigation.
15) The Steele Dossier is the linchpin. I am for doing whatever it takes LEGALLY to protect that information, if by protecting it, one protects the integrity of an investigation relying upon it. Including withholding it from 22 members of Congress some of who may be leakers.
16) The real issue here is a power struggle over highly sensitive evidence between two conflicting investigations. The OIG investigation and the investigation being conducted by Congress.
17) IF the 302's and 1023's are to be released to Nunes it can only be under conditions that do not jeopardize an the OIG investigation. IF those conditions can be established then I am for it.
18) IF Rosenstein complies, we know the information is going to be shared in a way that does not compromise the OIG investigation. If he doesn't, he'll provide the legal justification for not doing so. A justification that may be a tacit indictment of the committee. (leakers)
19) Another interesting detail in this document is the new request for interviews. They will be in January and more than likely they will be of the closed door variety. Note: The usual suspects as well as two new arrivals...
20) The last sentence of the letter is grabbing headlines by design. I find it comical. The last thing we want is the DOJ/FBI to investigate themselves. What's needed is an independent OIG investigation, followed by an independent special counsel investigation if need be.
21) There is great distrust in the FBI/DOJ. A distrust well earned due to Obama, Holder, Lynch, Comey and the black hats within. Hold onto that distrust but do not let it be an end all be all obsession.
22) The Bottom Line:
Can Trump, Sessions, Rosenstein, Wray, and the white hats with the help of Horowitz and Congress clean up the mess, earn our trust, and make the FBI and DOJ great again?
23) President Trump places people in positions where their self interests line up with his own. It is simply in their own best interest to be a part of restoring the FBI/DOJ. It is also in the best interest of the agencies they love and the country as a whole.
24) I honestly cannot think of one legitimate reason why President Trump and his team of reformers will not answer the call. Not one.
25) Trust has to be earned and confidence needs to be restored. Opposition will be fierce but it will be overcome. Reform is sweeping the land, and while it can be slowed, there is nothing that can be done to stop it.
