Again, Batman gambit. Everyone was screaming for a special counsel, so Trump gave them exactly what they wanted through Rosenstein, knowing everyone who wanted out from under Trump's thumb would jump ship straight to Mueller's team, they were given all the shovels they wanted
Strzok and Page got cut loose from the Mueller team much earlier, remember. Just needed them out of the way for the initial part of the IG investigation. Then, they were put in a corner/on desk duty until it was their turn to have the hammer drop.
Batman Gambit's 3 elements.
1) Knowledge of your opponent. Check. Trump got their playbook as soon as he got into office.
2) Bait them with something they can't resist. A special counsel investigation presumably against Trump.
3) Spring the trap. We're seeing this DAILY now.
