1. OCTOBER 17, 1931, AL CAPONE is convicted of tax evasion. Unable to convict him 4 boot-legging & murder, LE went after the MONEY. It was creative at the time.

At this point, Lansky was focused on elevating Lucky Luciano 2 capo. There would be no fortune w/o that.
