Asked my question to @AlunDaviesAM — who makes the point that legislation will make trials possible.
The idea of having powers to create online voting by fiat would be too much so we will need to watch this closely.
But also: the problems with electronic voting are well known. Trials are not needed, just need to check back all the times it has gone wrong.
