Authority says homelessness has reduced in past 10 years but also has plateaued. More permanent housing , MAP point, HERO teamed helped with this reduction where other west coast cities did not. Barbara Poppy was brought to Fresno as a consultant and make the recommendations in
this report. Fresno/Madera Continuum of Care working to reduce homelessness. Framework will consist of Forum on Homelessness by @MayorLeeBrand and County’s CAO Rousseau. $14 million given by State funds to help with this Framework. Chronic homelessness as well as victims of
domestic violence or families in danger of becoming homeless. Street2Home can help do this. Meeting with Service Providers in December as well as Fresno COG. Quintero remembers plans in the past to reduce homelessness with it growing 33% over past 15 years. These 13 items in

Tri- Signal who says past performance portion wasn’t known to them as part of RFQ. Felt their low bids should’ve been accepted. Magsig @LincolnSeward asks if other firms bidders were higher as they were expected to do inspections? Also when did Tri Signal know past performance
was part of this RFQ? Tri Signal felt some derogatory comments were unwarranted. Magsig asks if comments belittled Tri Signal? They say they have fulfilled everything in past contracts despite what County Staff says. Staff says there are other items as well that they have issue
with Tri Signal. @AndreasBorgeas asks whether other bidders satisfied past performance portion? Staff says yes. Q: Would Tri Signal been awarded if past performance wasn’t included? A: Staff: yes. County Attorney says the RFQ was defensible. Board denies appeal 5-0
Board of Supervisors comments: @LincolnSeward Magsig is a somber day as it marks 20th Anniversary of his father’s death in a plane crash. @BuddySupervisor mentions this may be Borgeas’s last day as Supervisors pending election results. He says we have restored collegiality to
this Board that was lost in past. Tilo Salazar passed away. Quintero mentions passing of this former longtime softball player and umpire. Quintero also asks for salaries on Assistant CAOs. Are they Department heads?CAO Rousseau welcomes this proposal to be transparent. Should
this be Closed Session asks Borgeas. Pacheco says staff needs 3 votes from Supervisors to be directed to do so. Takes Quintero to task over this. Borgeas is ok with info going to Quintero and bring this back to Closed Session. Quintero agrees to this idea. Borgeas mentions
